Summary: The South Carolina Emergency Management Division (SCEMD) is the state agency with the responsibility for the development, coordination, and maintenance of the South Carolina Emergency Operations Plan, Hurricane Plan, Earthquake Plan, Terrorism Plan and other selected plans. Annex 17 and the Emergency Animal Sheltering Annex are the main documents covering animals in disaster situations for the state.

Coordinate resources and actions needed to protect agriculture and animal health and safety, and protect public health and safety related to agriculture, animals, and food/feed supply chains.

Emergency Response and the Emergency Animal Sheltering Annex

This Annex contains resources targeted at disaster planners at local, regional and state levels who are seeking guidance to increase emergency animal sheltering capabilities in jurisdictions across SC. It was produced collaboratively by Clemson University Livestock Poultry Health (CULPH or LPH), planning and emergency management specialists from Dewberry Engineers, Inc., the US Corps of Engineers, and SC Emergency Management Division (SCEMD).
