Colombia - Animal control - LEY 1801 DE 2016, National Code of Police and Coexistence This is the National Code of Police and coexistence. Under Title XIII entitled, “Of the Relationship with Animals," this law regulates concerns to the relationship of humans and domestic animals, the responsibilities that owners have towards their pets, and the responsibilities pet owners have towards society. It regulates topics such as domestic animals in public places and public transportation; the creation of animal welfare centers in districts and municipalities to provide attention to abandoned animals; behaviors that pet owners must avoid to not disrupt the healthy and peaceful coexistence of the members of society; and the general provisions regarding the treatment of potentially dangerous dogs.

Colombia - Cruelty - LEY 05, 1972 This statute creates and regulates the creation of the Boards for Animal Defense. These boards, once legally constituted, become legal persons, with their main goal to raise awareness and educate the community about respect towards animals and animal protection through educational programs. Ley 5, 1972, establishes the creation of these boards as mandatory in all the municipalities in the country, as well as fines and arrests for those who are found responsible for committing cruel acts towards animals. At the same time, it establishes that the police have a duty to assist the Animal Defense Boards in the fulfillment of their goals. These boards are integrated by the Mayor or his/her delegate; the Parish Priest or his slender; the Municipal Representative or his/her delegate; a representative of the Secretary of Agriculture and Livestock of the respective Department; and a delegate chosen by the directives of the local schools. With the creation of these boards, the law seeks to promote educational campaigns that “tend to awaken the spirit of love towards animals that are useful to humans and to avoid cruel acts and unjustified mistreatment and abandonment of such animals."
Commonwealth v. Reynolds


A woman's four serval cats, two fennic foxes, three ringtailed lemurs, three kinkajous, and one wallaby were all seized pursuant to a search warrant.  The trial court granted the woman's motion for return of her property in part and denied in part, specifically allowing for the return of the kinkajous and lemurs.  The Court of Appeals remanded to determine whether the woman's possession of the animals was in violation of the federal AWA or state Game Code.   

Connecticut General Statutes 1918: Chapter 96: Sections 1879-1886 Sections 1879-1886 of Chapter 96 from the 1918 General Laws of Connecticut covers in general the Humane Society for Connecticut. Specifically, the sections cover the following topics: the powers of an agent from the society, the definition of an animal, and funding of the society.
Coroneos v. Montgomery County


Pursuant to a warrant, the police seized all un-cared for animals owned by a reptile distributor.   The distributor was told he could appeal the seizure, but must prepay the costs of boarding and caring for the animals pending the appeal.  The trial court granted summary judgment in favor fo the county and the Court of Special Appeals reversed, holding the owner was not required by the county code to prepay the costs of care as a condition for an appeal.         

Crawford v. Van Buren County, Ark.


In this § 1983 action, defendant kennel operator alleged taking of private property without just compensation, unreasonable search and seizure, and due process violations in relation to seizure of dogs, and that the local humane society conspired with government entities. On appeal of summary judgment for the defendants, the court found her claims against the county were barred, and that she failed to first exhaust her administrative remedies. The animal control officer was acting pursuant to a valid search warrant when she entered the property to seize the dogs, and, under an animal cruelty plea agreement, had authority to inspect Crawford's premises. With regard to the Humane Society defendants, the court found summary judgment proper because there was no evidence amounting to a civil conspiracy to seize the dogs for personal gain.

CT - Dog - Consolidated Dog Laws


These Connecticut statutes comprise the state's dog law.  Among the provisions include licensing, kennel, and rabies regulations.  With regard to damage by dogs, the law provides a form of strict liability that states if any dog does any damage to either the body or property of any person, the owner or keeper shall be liable for such damage, except when such damage has been occasioned to the body or property of a person who, at the time such damage was sustained, was committing a trespass or other tort, or was teasing, tormenting or abusing such dog.  The law also contains a unique "dogs on highway" provision that provides that any person owning or having the custody of any dog which habitually goes out on any highway and growls, bites, or snaps at, or otherwise annoys, any person or domestic animal lawfully using such highway or chases or interferes with any motor vehicle so using such highway, shall be guilty of a class D misdemeanor.  Further, among the nuisance provisions, the law states that no person shall own or harbor a dog which is a nuisance by reason of vicious disposition or excessive barking or other disturbance. These laws also contain provisions on reporting neglected or cruelly treated animals.  Finally, Connecticut has an anti-ear cropping measures that prohibits cropping by anyone who is not a registered veterinary surgeon, and who performs the operation when the dog is under an anesthetic.

CT - Spay and Neuter - Chapter 436A. Animal Population Control This set of Connecticut laws provides the state's dog and cat sterilization laws. Under the section, no pound is allowed to sell or give away any unspayed or unneutered dog or cat to any person unless such pound receives $45 from the person buying or adopting such dog or cat. These funds are paid quarterly by the municipality into the animal population control account established under section 22-380g. At the time of receipt of such payment, the pound shall provide a voucher, for the purpose of sterilization and vaccination benefits to the person buying or adopting such dog or cat. The chapter also provides the procedure for a veterinarian to participate in the program and the method by which he or she would be paid. Further, the law states that a town clerk may collect an additional $6 for each license issued pursuant to section 22-338 for an unspayed or unneutered dog.
