CA - Los Angeles County - Title 10. Animals


Title 10 comprises the animal law ordinances for Los Angeles County, California. Chapter 10.08 contains definitions; Chapters 10.12 and 10.16 are the laws pertaining to the Department of Animal Care and Control and its volunteer program. Chapter 10.20 outlines licensing, vaccinations, spaying and neutering requirements for dogs and cats. Chapter 10.32 prohibits animals running at large, and 10.36 contains impoundment procedures. Chapter 10.37 deals with dangerous dogs. Chapter 10.52 contains the laws regarding stockyards and hog ranches. The importation of animals is covered in Chapter 10.56. Tuberculosis and quarantine laws are found in Chapters 10.60 and 10.64. Title 10 also covers sanitation (10.68), animal disease reports (10.72), apiaries (10.76), dogs in open vehicles (10.80), feeding of predators (10.84), interference with police dogs (10.86), and fees (10.90).
CA - Parks - § 5008.1. Animals brought into parks; conditions; maintenance of Internet Web site This law allows the state parks director to determine when it is in the public interest to allow visitors to bring animals to units of the state park system. Animals brought in by visitors must be under immediate control of the visitor and must not pose a safety threat, create a public nuisance, or pose of threat to natural or cultural resources. The department may require a person bringing an animal into a state park system to provide proof of appropriate immunizations and valid licenses. In 2018, the legislature added a part to the law that states no later than July 1, 2020, the department shall establish and maintain on its Internet Web site a comprehensive, up-to-date list of each state park system unit with information on whether the unit or a portion of the unit allows dogs and additional information that may include, but is not limited to, the specific areas of the unit in which dogs are allowed and the total miles of trail in the unit that are open to dogs.
CA - Santa Cruz County - Santa Cruz County Code. Title 6. Animals.


This comprises Santa Cruz County's animal-related ordinances. Santa Cruz County has a mandatory sterilization ordinance, which states that a dog or cat over the age of 6 months must be spayed or neutered unless such person holds an unaltered animal certification for the animal (excepting law enforcement dogs, service dogs, dogs or cats with health problems that prevent sterilization, herding dogs, or dogs or cats boarded in a business for training or resale). The code also has a section on feral cats, defined as felines that are wild by nature or no longer domesticated. It is unlawful for a person to intentionally provide food, water, or other forms of sustenance to a feral cat colony unless that person has registered with the county, and complies with the requirements (e.g., regularly trapping the cats for sterilization, testing trapped cats for feline leukemia, "ear tipping" for identification, rabies vaccination, and regularly feeding the colony even on holidays and weekends). Other provisions of note include a prohibition on "noisy animals" (one that habitually howls, yells, barks or makes other noise that unreasonably disturbs); a prohibition on the keeping of any "wild species" as defined by Section 2118 of the Cal. Fish & Game Code; and a leash/tether/grasp requirement when a dog is off its owner's premises.

In this province the main legislation governing dog husbandry and the penalties for dog misbehaviour or running at large are in the form of regulations pursuant to the provincial Municipalities Act.
Canada - P.E.I. Statutes. Dog Act


This set of laws comprises the Prince Edward Island (PEI) Dog Act. The Act provides that no owner of a dog shall allow his dog to run at large; any dog found at large shall be deemed to have been allowed to be at large by its owner. In addition, the owner of livestock or any enforcement officer authorized by the owner of livestock, may kill a dog that is killing or injuring the owner's livestock, except where the livestock is on property held under lease, license or permit by the owner of the dog. This Act also outlines licensing requirements for dogs as well as impoundment procedures.

The respondent, an owner of a brindle boxer dog, was charged with the dog attacking a person and for having the dog in a public place without a leash. The dog had escaped from the respondent's house and allegedly ran to and lunged at a lady delivering pamphlets. On appeal, the question of whether the dog's behaviour constituted an 'attack' for the purposes of the Dog Act 1976 (WA) s 33D(1) was a question of fact to be determined by the trial judge and, accordingly, the appeal was dismissed.

Mississippi Code Annotated s 21-19-9 (1972) authorizes municipalities to regulate the running at large of animals of all kinds. The ordinance here was enacted pursuant to that authority, it meets the constitutional requirements, and the demurrer should have been sustained on that question.
CO - Impound - Article 4. Disease Control This Colorado statute provides that it is unlawful for any owner of any dog, cat, other pet animal, or other mammal which has not been inoculated as required by the order of the county board of health or board of health of a health department to allow it to run at large. The health department or health officer may capture and impound any such dog, cat, other pet animal.
CO - Ordinances - Pet animal control and licensing This Colorado statute states that the board of county commissioners of any county may adopt a resolution for the control and licensing of dogs. These regulations may require licensing of dogs by owners, require that dogs and other pet animals be under control at all times and define "control," define "vicious dog" and "vicious animal," establish a dog pound, or other animal holding facility, provide for the impoundment of animals which are vicious, not under control, or otherwise not in conformity with the resolutions, and establish such other reasonable regulations and restrictions for the control of dogs and other pet animals.
Colombia - Animal control - LEY 1801 DE 2016, National Code of Police and Coexistence This is the National Code of Police and coexistence. Under Title XIII entitled, “Of the Relationship with Animals," this law regulates concerns to the relationship of humans and domestic animals, the responsibilities that owners have towards their pets, and the responsibilities pet owners have towards society. It regulates topics such as domestic animals in public places and public transportation; the creation of animal welfare centers in districts and municipalities to provide attention to abandoned animals; behaviors that pet owners must avoid to not disrupt the healthy and peaceful coexistence of the members of society; and the general provisions regarding the treatment of potentially dangerous dogs.
